LEAD-UP ACADEMY PARTNERS WITH MOBIFONE ĐẮK LẮK TO STRENGTHEN AI APPLICATION CAPABILITIES AMONG OFFICIALS IN QUẢNG PHÚ COMMUNE

On 29–30 September 2026, Lead-UP Academy of Practical Management, in collaboration with MobiFone Đắk Lắk – a branch of MobiFone Telecommunications Corporation, delivered the training programme “Applying AI in Public Administration – Enhancing Work Efficiency and the Quality of Services for Residents of Quảng Phú Commune.” The programme commenced with a class for officials, civil servants, and public employees working within the Party Committee and Vietnam Fatherland Front of Quảng Phú Commune, Đắk Lắk Province.

Strengthening digital capabilities through specific workplace requirements

Digital transformation at the local level requires the concurrent development of infrastructure, tools, and personnel’s capacity to use technology. The value of technology is reflected in how officials access and use information, coordinate tasks, and manage their daily responsibilities. Accordingly, AI application training should be aligned with specific job roles and the work outputs expected of each official.

For personnel working within the Party Committee and Vietnam Fatherland Front, routine responsibilities include reviewing documents, compiling reports, preparing conferences, gathering public feedback, developing public communication and mobilisation plans, and coordinating implementation. Each area involves processing substantial information, communicating accurately, meeting deadlines, and responding appropriately to the needs of the intended audience.

For example, when reviewing a set of directive documents, officials need to identify key priorities, relevant responsibilities, and actions to be undertaken locally. Recorded feedback must be organised into thematic categories while preserving its substance and identifying matters requiring verification. In public communication, the same information needs to be adapted for presentation at a conference, publication on Zalo, or delivery through local radio broadcasts to residents in villages and hamlets.

AI can support these tasks at the stages of reading, classification, drafting, and review. When used appropriately, such tools can help reduce repetitive operations, allowing officials to devote more time to verification, situational assessment, and engagement with residents. Achieving these benefits requires users to select appropriate data, formulate clear instructions, and maintain control over output quality.

Opening the programme and establishing a shared commitment to practical application

Mr Nguyễn Tự Do – Vice Chairman of the People’s Committee of Quảng Phú Commune attended the programme and delivered the opening remarks. Representing the local administration, he emphasised the importance of strengthening digital capabilities among officials, civil servants, and public employees. He encouraged participants to actively discuss workplace challenges, engage in practical exercises, and identify relevant learning outcomes for application after the programme. AI adoption should contribute to improving the quality of advisory work, the effectiveness of coordination, and service delivery to the public.

The class was led by Mr Phạm Tô Hoài – Founder of Lead-UP Academy of Practical Management, consultant and training specialist. His experience in delivering AI application training in communes across Đà Nẵng City informed an accessible instructional approach that enabled participants to engage with technology through familiar workplace tasks.

Mr Phạm Tô Hoài stated: “For officials working within the Party Committee and Vietnam Fatherland Front, practical application can begin with synthesising documents more clearly, preparing reports more quickly, or making public communication materials easier to understand. Productivity improves when we reduce the time spent on repetitive operations while allocating sufficient time to verifying information and improving the quality of our work.”

Interactive opening activities to build an accurate understanding of AI

The class began with the “Warm-up – Overcoming Obstacles” activity, introducing participants to foundational AI concepts through interactive questions. The discussions helped participants recognise the support that technology can provide, the limitations of the tools, and situations requiring caution.

Building on this opening activity, the programme guided participants towards a verification-based approach to work: defining the task accurately, providing appropriate information, evaluating results, and making further refinements. This provides a foundation for applying AI to tasks that demand high standards of accuracy and accountability for content.

Five thematic areas aligned with Party Committee and Fatherland Front responsibilities

The first area helped participants understand AI in the context of public administration, identify suitable tasks for its application, and recognise principles for safe use. Considerations relating to personal data, internal documents, information sources, and review responsibilities were introduced at the outset of the learning process.

In the second area, participants received guidance on techniques for using AI effectively, applying the CRAFT+ prompt structure: Context, Role, Action, Format, Target audience, and additional requirements. A three-round refinement process enabled participants to practise generating drafts, requesting reviews, and improving outputs. Guidance on configuring AI assistant instructions focused on recurring task categories with clearly defined scopes.

The third area addressed document, records, and data processing. Scenarios were linked to drafting plans, reports, invitations, and meeting minutes; summarising documents; and synthesising public feedback from anonymised data. When handling differing views, a key requirement was to preserve their substance without inferring levels of consensus or the number of people sharing a particular position when such information was absent from the source material.

In the fourth area, participants explored AI for information synthesis and advisory support. Using a collection of source documents, they were guided through extracting requirements, cross-checking information, developing task matrices, and preparing concise advisory briefs with source references. Examples related to public communication, mobilisation, coordination, and oversight responsibilities as specified in the provided documents, with a clear distinction between supporting evidence and proposed actions.

The fifth area focused on communication and digital content creation. Participants were guided in transforming information into posts, question-and-answer materials, broadcast scripts, and visual content. The selection of messages, wording, and presentation formats was considered in relation to residents in villages and hamlets, ensuring that the content was accessible and provided clear guidance on specific actions.

Step-by-step practice and continued support after the class

The instructor provided live demonstrations, illustrating the process from data preparation and prompt writing to interpreting and revising outputs. Participants practised familiar tasks while receiving support with operational difficulties and the formulation of instructions.

Discussions and question-and-answer sessions addressed practical concerns: which tasks to begin with, how to respond when AI produces overly general answers, how to handle missing information, and how to review outputs before incorporating them into reports or public communication materials.

A Zalo learning group was established to share resources, provide practical guidance, and receive questions after the programme. This communication channel enables participants to continue experimenting, exchanging experiences, and refining their use of AI in their respective organisations.

Developing capabilities together to translate digital transformation into practice

The first class in Quảng Phú Commune aimed to develop skills that participants could continue applying after the training: selecting appropriate tasks, giving clear instructions, verifying results, and using AI responsibly. These capabilities provide a foundation for improving work efficiency, the quality of advisory support, and the effectiveness of public communication and mobilisation at the local level.
